Despite being a crucial and advantageous issue within the cooperation areas of the Organization of Turkic States, energy cooperation started to be addressed at the organizational level at a relatively late stage. Nevertheless, the discourse of strategic partnership in energy was proposed in the Turkic World Vision 2040 document, which was released in 2021.This study, presented as a document analysis, briefly examines how energy has been addressed by the member states and the Organisation of Turkic States itself since 1992. The study considers the transforming and developing dimensions of energy and outlines the long-term vision for the Organization. In order to achieve this, the development and scope of the energy issue in the summits of the Heads of State held between 1992 and 2010, in the Organization summits held since 2011, how it is regulated in the Turkic World Vision 2040 document, the concrete steps taken at the institutional level, and the opportunities and developments that have emerged in recent years in moving towards Vision 2040 are examined. As a result, it has been determined that it is aimed to develop energy cooperation within the Organisation as an area where alternative/green/renewable and clean energy cooperation and strategic partnership will be more focused in the coming years, but the implementation of the decisions taken will be the main determinant in achieving this goal.
